Electricians who work across Queensland and New South Wales hear the same casual line on site: "Just do the COC." The problem is that each state means something different by that phrase.
In Queensland, the everyday document for installation work is the certificate of testing and compliance, often shortened to CoTC or certificate of test. In NSW, the compliance document for electrical wiring work is the Certificate of Compliance for Electrical Work, usually called a CCEW.
They both prove tested electrical work. They are not interchangeable forms, not the same legal instrument, and not the same handover path.
This article compares the two carefully so interstate crews stop using the wrong paperwork out of habit. It is not legal advice. Check the current official pages for the state where the installation sits.
What is the difference between a QLD CoTC and a NSW CCEW?
- QLD CoTC: Queensland certificate that the electrical installation, to the extent affected by the work, has been tested and complies with the wiring rules and other standards applying under the Electrical Safety Regulation 2013. Given to the person for whom the work was done. Contractor keeps a copy for five years.
- NSW CCEW: NSW certificate that electrical wiring work has been tested and complies with the Gas and Electricity (Consumer Safety) framework and relevant standards. Submitted through the current Building Commission NSW process, with customer and other copies handled through that process.
If the switchboard is in Queensland, use Queensland rules. If the switchboard is in NSW, use NSW rules. Border towns do not create a hybrid certificate.
Why do crews mix them up?
The mix-up is understandable.
Both documents:
- Sit at the end of electrical work
- Record customer or site details
- Record the work tested
- Rely on a licensed person and testing
- Become the PDF or digital record customers ask for
- Get called "the cert" in conversation with builders
The differences sit underneath those surface similarities: legislation, certificate name, who must receive copies, retention language, and especially the NSW digital submission path that changed for CCEWs.
Queensland CoTC in practical terms
WorkSafe Queensland says electrical contractors and workers completing work on behalf of an electrical contractor must provide either:
- a certificate of testing and safety for work on electrical equipment, or
- a certificate of testing and compliance for electrical installation work
For installations, WorkSafe Queensland says the contractor must provide a certificate of testing and compliance to the person for whom the work was done every time an electrical installation on which electrical work was performed is connected to a source of electricity.
Business Queensland adds that certificates must be given as soon as possible after testing or completion, and that electrical contractors must keep a copy for five years.
Core certificate content includes:
- Name and address of the person for whom the work was performed
- Details of the installation or equipment tested
- Test date
- Electrical contractor licence number
- Suitable certification statement
Queensland also distinguishes installation wording from equipment wording. That distinction is covered in when a QLD CoTC is required and the on-site guide.
Tradie Forms provides a QLD CoTC form that maps entries onto the official PDF layout for that Queensland certificate. The licensed contractor still checks the work and the downloaded PDF.
NSW CCEW in practical terms
NSW Government's electrical compliance requirements page says electricians must submit Certificates of Compliance for Electrical Work to show compliance and that installation safety inspections have taken place.
Key NSW points from that page:
- Electrical wiring work must be done by or under the supervision of a licensed electrician
- A CCEW shows the work has been tested and complies with the Gas and Electricity (Consumer Safety) Regulation 2018, relevant Australian Standards, and the Gas and Electricity (Consumer Safety) Act 2017
- The person who carries out the electrical test must submit a CCEW as soon as practical, but no later than seven days after the electrical test has been completed
- From 1 July 2026, all CCEWs must be submitted through the BCNSW eCert portal
- Previous submission methods, including the CCEW PDF form, Essential Energy portal, or hard copy NECA book forms, are no longer accepted as the submission method
That last point matters for this comparison. Do not treat a downloadable PDF CCEW as the current way to complete new NSW compliance. The live submission path is BCNSW eCert. Confirm the current process on the NSW electrical compliance requirements page and the BCNSW eCert portal.
NSW also explains that once submitted through eCert, copies can be provided to relevant parties based on the certificate information, including the customer email where provided, the electrical distributor where required, and an employer or principal contractor email where provided.
Side-by-side comparison
| Topic | QLD CoTC path | NSW CCEW path |
|---|---|---|
| Common name | Certificate of testing and compliance (CoTC) | Certificate of Compliance for Electrical Work (CCEW) |
| Main public guidance | WorkSafe Queensland / Business Queensland | Building Commission NSW / NSW Government electrical compliance pages |
| Typical job focus | Electrical installation work connected to a source of electricity; separate equipment certificate path exists | Electrical wiring work and safety/compliance testing under NSW consumer safety framework |
| Who gets the customer-facing record | Person for whom the work was done | Customer can receive a copy through eCert email or download after lodgement |
| Regulator / commission pathway | Queensland public guidance centres on customer copy and contractor retention | Submit to Building Commission NSW through eCert from 1 July 2026 |
| Timing language | As soon as possible after testing or completion | As soon as practical, no later than seven days after the electrical test |
| Retention language | Contractor keeps a copy for five years | Follow current NSW record and portal process; do not rely on a paper book alone |
| Form used for new compliance | Queensland certificate of testing / compliance layout | BCNSW eCert for CCEW submission; PDF CCEW is not the accepted submission method from 1 July 2026 |

Submission is the biggest practical split
For many years, crews compared the two certificates as if both were "fill a form and email the PDF." That mental model is now dangerous for NSW work.
Queensland
Step 1
Test the work
Licensed person
The test date on the certificate is this day, not the booking date.
Step 2
Pick the certificate type
Compliance or safety
Installation work and equipment work carry different statements.
Step 3
Give the customer a copy
As soon as possible
To the person the work was performed for.
Step 4
Keep the contractor copy
Five years
Findable, not buried in a downloads folder.
No portal step. That is the split that catches crews working across the border.
Tradie Forms supports that loop for the QLD CoTC by turning the official layout into sections you work through one at a time, saved details, validation, preview, and PDF download.
New South Wales
From 1 July 2026, NSW says CCEWs must be submitted through BCNSW eCert. Handwritten and PDF forms are no longer accepted for submission. What changed with the NSW CCEW sets out the current path.
That means:
- An old CCEW PDF pad or downloaded blank is not the live compliance path
- A PDF download is not a substitute for portal submission
- Training and closeout checklists need an eCert step, not only "email the cert"
- Customer copies may come from the portal workflow when email details are entered
If your business still has internal notes that say "download the CCEW PDF and lodge it," update those notes against the current NSW pages before the next NSW job.
What stays similar enough to transfer skill
Cross-border experience still helps. The good habits transfer even when the form does not.
Transferable habits:
- Finish certification while the board and test notes are still open
- Name the right customer or engaging party
- Write a work description a stranger can understand
- Use the real test date
- Keep licence details current
- Store the finished record with the job
- Do not certify work you did not test
Non-transferable habits:
- Using the other state's form
- Assuming the same lodgement portal
- Assuming the same seven-day or five-year wording applies unchanged
- Copying saved NSW details onto a Queensland certificate or the reverse
- Telling apprentices "COC means the same everywhere"
Licence and business setup across the border
Paperwork is only one part of interstate work. Licence eligibility, supervision, and entity details also change by state. This article does not cover mutual recognition or dual licensing in full. The certificate comparison still depends on one rule: the person and licence details on the certificate must match the state framework that applies to the installation.
If a business has both a Queensland contractor setup and a NSW setup, separate the saved details carefully. A clean digital form with the wrong state's licence block is still the wrong certificate.
Customer conversations that reduce confusion
Builders and owners often ask for "the electrical compliance cert" without caring which state form sits underneath. Answer in plain terms.
Useful lines:
- "This site is in Queensland, so you get a Queensland certificate of testing and compliance for the installation work we tested."
- "This site is in NSW, so the CCEW goes through the current Building Commission NSW eCert process, and we will provide your copy from that workflow."
- "We cannot use the NSW form for a Queensland board, or the Queensland form for a NSW board."
That short explanation prevents the office from being asked to convert one state's PDF into the other after the fact.
Record keeping differences to watch
Queensland's five-year contractor keep requirement is explicit in Business Queensland's safety duties guidance. For NSW, follow the current Building Commission NSW process and keep whatever job evidence your business needs for warranty, disputes, and audits. Do not assume the storage rule is identical just because both jobs produce a certificate.
In both states, the weak point is the same: a finished certificate that only lives in one person's phone. Put the finished record on the job card, then keep the supporting test notes with it.
For Queensland storage habits, see QLD CoTC record keeping for five years.
Decision checklist for interstate crews
Before you open any form, answer:
- Which state is the installation in?
- Is this installation work, equipment work, or NSW wiring work under the local definitions?
- Which official page governs the certificate for this site today?
- What is the customer handover path?
- What is the contractor storage path?
- For NSW, has the eCert submission step been planned into closeout?
- For Queensland, has the CoTC been prepared for the person the work was done for and the five-year keep file?
If those answers are clear, the paperwork choice is usually clear.
Example job moments
Queensland domestic switchboard upgrade
The installation is in Toowoomba. You replace the main switchboard, test affected circuits, and reconnect. That is Queensland installation work. Complete a certificate of testing and compliance for the person who engaged you, hand over the copy as soon as practical, and keep the contractor PDF for five years. Use the QLD CoTC form if you want a section-by-section fill and official layout download.
NSW new circuit in a metro house
The installation is in Newcastle. You install and test a new dedicated circuit. That is NSW electrical wiring work under the NSW framework. Plan the CCEW through the current BCNSW eCert process, keep the seven-day test-to-submit timing in view, and give the customer their copy through the portal workflow or download path. Do not close the job with only a filled PDF blank from an old process.
Crew travels from the Gold Coast into northern NSW
Same van, same tools, different rules. Confirm the installation address before anyone reuses yesterday's saved form. Queensland saved licence details do not make a NSW certificate valid, and a NSW eCert habit does not complete a Queensland CoTC.
