# TAS Form 60 (https://dev.tradieforms.com.au/docs/form-guides/plumbing/tas/tas-form-60-start-work)

Form 60 is the start work notification and authorisation for plumbing work in Tasmania. The licensed plumber completes it and sends it to the council permit authority so the authority can authorise the intended start. Lodge it before tools turn, not at completion.

This is the current Consumer, Building and Occupational Services Form 60. Tradie Forms follows the official section order and maps your answers onto the official PDF layout.

Certifying standard of work after plumbing is finished rather than notifying start? Use [TAS Form 71B](https://dev.tradieforms.com.au/docs/form-guides/plumbing/tas/tas-form-71b-plumbing)

Issuing the permit authority's certificate of completion rather than a plumber start notice? Use [TAS Form 21](https://dev.tradieforms.com.au/docs/form-guides/plumbing/tas/tas-form-21-completion)

> Tradie Forms prepares the PDF. It does not lodge Form 60 with a permit authority or decide whether the job is permit work, notifiable work, or another pathway.

## Before you start [#before-you-start]

Most Form 60 delays come from a wrong council block or a permit reference copied from the wrong email. Have these in front of you before you open the form.

- **The approval or certificate of likely compliance pack** - Source for the permit authority name, work type, site description, and permit or certificate number.
- **The work site address and lot details** - Street address plus lot number for rural lots, new estates, and multi-unit sites.
- **Your plumber licence details** - Name and licence number as they appear on the current CBOS licence, not an old job PDF.
- **The intended start day** - The day work is actually booked to begin, after access, materials, and crew are confirmed.
- **A decision on work type and categories** - Permit or notifiable work, and which categories the job covers, taken from the approval pathway not from habit.

Download needs the permit authority name and address, work type, work site address, plumber name and licence number, intended start date, print name, and signed date.

## Permit Authority [#permitAuthority]

Names the council or permit authority that receives this notice. It has to match the authority on the approval for this site, not the council you used on the last job.

- **To (Text, Required)** - The permit authority name written as the entity, such as `Hobart City Council`. Take it from the permit, the certificate of likely compliance, or the authority letter for this job. Across several Tasmanian councils, a saved block from last week is the usual wrong answer.
- **Street address (Address, Required)** - The authority's street address. Address search is limited to Tasmania and fills the street line, suburb, state and postcode. Confirm the result against the approval pack, because postal and service addresses can differ.
- **State (Address, Optional)** - Defaults to `TAS`. Leave it unless the authority address is genuinely outside Tasmania.
- **Postcode (Address, Required)** - The authority postcode from the same address. Address search fills it; check it when you type the address by hand.

**Saved detail: Permit Authority** - save this section to prefill it on your next Form 60 for the same council.

## Type of Work [#workType]

Records whether this job is permit work or notifiable work. The choice has to match the pathway already approved for the job.

- **Type of Work (Choice, Required)** - Select **Permit Work** when the job needs a plumbing permit before you start, or **Notifiable Work** when the pathway is notification to the permit authority. Exactly one applies. If the pack is unclear, stop and check the approval documents or the permit authority rather than guessing on the PDF.

A wrong work type here flows into Form 71B at completion and is a common reason a notice is sent back.

## Plumbing Work [#workDetails]

Identifies the work site and the approval reference the notice sits under.

- **Street address (Address, Required)** - The site address from the permit or certificate of likely compliance, not the owner's postal address or the builder's site nickname. Address search is limited to Tasmania and fills the street line, suburb, state and postcode. On new estates and rural lots, confirm suburb and postcode against the approval pack when search is thin.
- **State (Address, Optional)** - Defaults to `TAS`. Leave it for Tasmanian sites.
- **Postcode (Address, Required)** - Site postcode from the approval pack or address search. A wrong postcode can put the notice against the wrong property record at council.
- **Lot No. (Text, Optional)** - Lot number when the approval, title, or survey plan carries one. Fill it on new estates, rural properties, and multi-unit sites where a street number alone is not enough for the authority to match the notice.

  - **Useful** - 12
  - **Too vague** - Smith block
- **Permit Number or Certificate of Likely Compliance Number (Text, Optional)** - Copy from the current permit or certificate of likely compliance document, character for character. Do not take it from an invoice, quote, or an earlier job with the same builder. Leave blank only when the pathway genuinely has no number yet; most Form 60 jobs already have one.

## Work Categories [#workCategories]

Tells the permit authority which kinds of plumbing work are about to start. Tick every category the job covers rather than one broad heading.

- **Tick each category that applies (X if applicable). (Choice, Optional)** - Options are **Reticulated water**, **Sewerage**, **Stormwater**, **Is the work gratuitous work**, **On-site wastewater management system**, and **Roof plumbing**. Tick each one that applies to this start, not only the main trade. A multi-trade job that only ticks sewerage understates the scope the authority is authorising.
- **Other (Please Specify) (Text, Optional)** - Free text when the work does not fit the listed categories cleanly. Name the system or work type in plain job language so the authority can see what is starting.

  - **Useful** - Install a domestic greywater diversion system
  - **Too vague** - Other plumbing

## Licensed Plumber [#plumbing]

Identifies the licensed plumber lodging the start notice. These details reappear on Form 71B at closeout, so get them right once.

- **Plumber (Text, Required)** - The licensed plumber or trading name lodging the notice, as it should appear to the permit authority. Match the name used on your licence and other CBOS paperwork for this business.
- **Licence No. (Text, Required)** - Your plumber licence number from the current CBOS licence card or renewal notice. The first licence field is the one that blocks download when empty. A second **Licence No.** sits beside Business Name for an additional licence when needed; leave that second field blank rather than repeating the same number. Do not copy a number from an old job PDF after a renewal.
- **Business Name (Text, Optional)** - Trading name when it differs from the plumber name above, or the company name the authority already has on file.
- **Street address (Address, Optional)** - Business street address. Address search is limited to Tasmania and fills the street line, suburb, state and postcode. Fill it so the authority can contact you without opening a separate file.
- **State (Address, Optional)** - Defaults to `TAS`.
- **Postcode (Address, Optional)** - Business postcode. Address search fills it with the street line.
- **Phone No. (Text, Optional)** - Landline the authority can reach during business hours, such as `03 6234 5678`.
- **Fax No. (Text, Optional)** - Only when the authority still uses fax for this pathway. Leave blank rather than inventing a number.
- **Email Address (Text, Optional)** - An inbox that is monitored for inspection bookings and authority replies, not a personal address that will be ignored on site.
- **Mobile No. (Text, Optional)** - Mobile the site contact can reach on the day, such as `0412 345 678`.

**Saved detail: Licensed Plumber** - save this section to prefill it on your next Form 60 for the same licensed plumber.

## Notification of Intention to Start [#notification]

Records when you intend to begin and who is signing the notice. Sign after the rest of the form matches the job pack.

- **I Intend to Start Work On (Date, Required)** - The day plumbing work is intended to begin. The form will not accept a past date, so update the notice if the booking moves rather than leaving an old start day. Use the real work program, not an aspirational date weeks ahead that no one revisits.
- **Applicant Plumber (Print Name) (Text, Required)** - The full name of the applicant plumber, matching the licensed plumber section. This is the printed name beside the signature on the PDF.
- **Signature (Signature, Required)** - The applicant plumber's signature. It does not block download, but the authority expects a signed notice. Sign when the permit authority, site, work type, and start date are final, not before the schedule is settled. A saved signature can be applied here.
- **Date (Date, Required)** - The date the notice is signed. The form will not accept a future date. This is a different event from the intended start day; two identical dates are fine when you sign on the day you also intend to start, but do not copy the start day into this field by habit when you signed earlier.

## Common mistakes [#common-mistakes]

- **Reusing last job's permit authority.** - Working across several Tasmanian councils makes the previous council block feel current. Take the authority name and address from this job's approval pack.
- **Guessing permit work versus notifiable work.** - The pathway is already set by the approval documents. A guessed work type is sent back and then has to be fixed again on Form 71B.
- **Copying the permit number from an invoice or old job.** - Invoices and repeat-builder jobs often carry a superseded or neighbouring reference. Copy the permit or certificate of likely compliance number from the current document only.
- **Ticking one broad work category.** - A job that covers stormwater and roof plumbing, or sewerage and on-site wastewater, needs every applicable category. One tick understates what the authority is authorising to start.
- **Leaving an aspirational start date after the booking moves.** - A notice prepared early and never revisited no longer matches the work program. Update the intended start day before you lodge.
- **Copying the licence number from an old PDF.** - Licence numbers and contact details drift after renewal or an address change. Take them from the current CBOS licence record.

## Before download [#before-download]

- The permit authority matches this job's approval, not the last council you used
- Work type is permit or notifiable, matching the approved pathway
- Site address, lot, and permit or certificate number match the approval pack
- Every work category that applies is ticked, with Other only when needed
- Plumber name and licence number match the current CBOS licence
- Intended start day matches the real booking, and the signed date is not in the future
- The PDF preview shows the authority, site, and start details you intend to lodge

## After download [#after-download]

[CBOS guidance](https://www.cbos.tas.gov.au/__data/assets/pdf_file/0003/404544/Guide_to_approved_forms_-_plumbing_work.pdf) describes Form 60 as completed by the plumber and sent to the council permit authority for authorisation to start. Confirm the local lodgement method with that authority before you rely on email, portal, or counter drop-off.

- **Lodge before work starts.** Form 60 is a start notice, not a completion certificate. Do not begin the plumbing work until the authority process for this pathway is satisfied.
- **Name the file with the site and start day.** `Form 60 - Battery Point - 2026-06-10.pdf` is easier to find than a generic download name when Form 71B is filed later.
- **File it with the approval pack.** Keep the notice with the permit or certificate of likely compliance, plans, and authority correspondence so the start record is complete.
- **Carry the same facts into Form 71B.** Permit authority, site, lot, work type, permit or certificate reference, and licensed plumber details should still match at closeout unless something legitimately changed mid-job.
- **Book inspections the authority requires.** Lead times and booking methods vary by council; check the current process for this permit authority rather than assuming the last job's timing.

Check the current CBOS and permit authority requirements for your job. Tradie Forms does not lodge the notice.
