# NSW ARCP Class B (https://dev.tradieforms.com.au/docs/form-guides/building/nsw/nsw-asbestos-removal-control-plan-class-b)

The Class B Asbestos Removal Control Plan (ARCP) records how licensed non-friable asbestos will be removed on this site: licence holder, ACM scope, consultation, controls, method, waste path, and sign-off. The licensed asbestos removalist prepares it before work starts, then downloads the official December 2019 SafeWork NSW PDF for the site file. [SafeWork NSW says](https://www.safework.nsw.gov.au/licences-and-registrations/licences/class-b-asbestos-removal-licence/working-as-a-licensed-asbestos-removalist) licensed removalists must notify it at least five calendar days before removing more than 10 square metres of non-friable asbestos, and that a site-specific control plan is prepared before work begins.

This is the current SafeWork NSW Asbestos Removal Control Plan for Class B (non-friable) removal work. Tradie Forms follows the official section order and maps your answers onto the official PDF layout.

> **Warning**
>
> This form prepares the ARCP PDF. It does not notify SafeWork NSW, replace the site-specific SWMS, or confirm that removal can start. Friable asbestos needs a Class A licence holder and is outside this Class B form.

## Before you start [#before-you-start]

Almost every ARCP problem comes from filling from the last job instead of from this site's register, notification and crew list. Have these in front of you.

- **Asbestos licence and licence holder** - Class B licence holder name and number for this removal, as on the current licence or NSW register.
- **Site, client and notification** - Removal site address, who commissioned the work, SafeWork NSW notification number, and planned start and completion dates.
- **Asbestos identification** - Register, survey or inspection notes naming each ACM item, location, quantity and condition.
- **Consultation and crew** - Who was told about the removal and start date, nominated supervisors, workers, first aiders and nearest emergency facilities.
- **Site plan, method and waste** - Plan view of the removal area, preparation through completion tasks, overnight storage if any, disposal site and WasteLocate where required.

Asbestos licence holder, state and postcode gate the download. A usable plan still needs site, ACM, method and sign-off filled for the job file.

## Plan Details [#plan-details]

Licence holder, removal site, client, notification and project dates for this Class B removal. These open page 1 of the official PDF and must match the notification and engagement for the same job.

Two standing notices appear here: documents that must be available for inspection (notification, worker asbestos training, first aid certificates, health monitoring confirmation), and that all licensed asbestos removal work must be notified to SafeWork NSW five days before work starts. This form is for non-friable (Class B) removal only.

Use address search for the removal site. Search is limited to New South Wales and fills street number, street name, suburb, state and postcode. Include lot or DP in the street number field when they apply. Check the result against the notification, because search returns the current postal address and a job can predate a street rename.

- **Date (Date, Optional)** - Date this plan is prepared. Today and Yesterday shortcuts are available. Future dates are not accepted. Use the day you finalise the plan for this site.
- **Asbestos Licence Holder (Text, Required)** - Licensed removal business on the Class B licence for this job, for example `SafeStrip Asbestos Pty Ltd`. Match the licence and notification spelling. If you are on site without the card, use Licence check on the licence number field, then confirm the returned name against the current register.
- **Licence Number (Text, Optional)** - Asbestos removal licence number as printed, for example `AD123456`. Licence check searches the NSW Asbestos and Demolition Register and can fill the holder name. Compare both fields with the current licence record.
- **State (Address, Required)** - Filled by address search. Confirm `NSW` when typing by hand so the plan matches the notification.
- **Postcode (Address, Required)** - Filled by address search. Confirm against the notification or rates notice when typing manually.
- **On Behalf of (Client) (Text, Optional)** - Person or business that commissioned the licensed removal, for example `Harbour Holdings Pty Ltd`. Match who will receive a copy of the ARCP.
- **SafeWork NSW Notification Number (Text, Optional)** - Number from the SafeWork NSW notification confirmation. Leave blank rather than inventing a number.
- **Start Date (Date, Optional)** - Planned first day of licensed removal. Only today or a future date is accepted. Align with the notified window and Informing Parties dates.
- **Completion Date (Date, Optional)** - Expected last day of this removal for the identification scope. When dates shift, update and re-download.

**Saved detail: Licence Holder** - save this section to prefill it on your next Class B ARCP for this licence holder.

## Identification [#identification]

Asbestos or ACM identified for removal, including inaccessible areas in scope. One row is one ACM item. Add up to 14 items. Page 2 of the official PDF has 14 fixed rows; leave unused rows out. Rows beyond 14 are not written to the PDF.

Take every value from the asbestos register, survey or a competent site inspection. If material or condition is uncertain, get competent advice rather than guessing.

Each item uses **Description**, **Date**, **Location**, **Quantity** (m²), **Condition** (**Poor**, **Fair** or **Good**), and **Condition Notes**. Description offers common ACM types and accepts free text. Name the facade, room, eaves line or unit so a later reader can find the item. Useful: `External fibre cement sheeting, northern wall, 25 m², fair, minor cracks to sheeting`. Too vague: `Asbestos sheets`.

## Informing Parties [#informing-parties]

Consultation records for people informed about the upcoming removal and intended start date. One row is one party contact. Add up to 12 records. Page 3 has 12 fixed rows; leave unused rows out. Only parties you actually informed belong here.

The form lists who must be informed where they apply: person who commissioned the removal, workers, PCBUs, home owner or occupant, neighbours, and licensed asbestos assessor or competent person.

Each row uses **Name**, **Date**, **Entity**, **Address**, **How**, and **Comments**. Entity and How offer common options and accept free text. How includes phone, email and letterbox drop. Address search is available on the address column.

## Supervisors [#supervisors]

Nominated supervisors approved by SafeWork NSW for this removal. One row is one supervisor. Add up to six. Page 4 has six name and contact slots; leave unused rows out.

Each row uses **Name** and **Contact Number**. Use people approved for and available on this job, with a number that reaches them during the removal window, for example `Alex Morgan` and `0412 345 678`.

**Saved detail: Supervisors** - save this section to prefill it on your next Class B ARCP when the same nominated supervisors apply.

## Workers [#workers]

Workers involved in the asbestos removal work. One row is one worker. Add up to six. Page 4 has six slots under supervisors; leave unused rows out.

Each row uses **Name** and **Contact Number**. List people who will carry out or support the removal under this plan, with a mobile that works on site. If the crew changes before work starts, update the rows and re-download.

## Emergency Planning [#emergency-planning]

First aiders, kit location and nearest emergency facilities for this site.

First aider and emergency facility tables each allow up to six rows matching page 4. Leave unused rows out. First aider rows use **Name** and **Contact Number**. Facility rows use **Emergency Facility** and **Contact Number**; facility offers common types and accepts a named place such as `Westmead Hospital`.

- **First aiders (Table, Optional)** - Trained first aiders on site for the removal, with numbers that reach them during the job window.
- **First Aid Kit Location (Text, Optional)** - Where the kit sits on this site, for example `Site office near main gate`, written so a new worker can find it without a walk-through.
- **Emergency facilities (Table, Optional)** - Nearest hospital and other emergency facilities with a current contact number. Prefer the facility the crew would use from this address.

## Site Plan [#site-plan]

Plan view for page 5. The form asks you to show the asbestos removal area, asbestos location, entrances and exits, waste storage, site security, emergency equipment, signage, decontamination area, and services such as electrical, gas and water.

- **Site plan format (Choice, Optional)** - **Starts on Photo**, so leaving this alone expects an uploaded image. Switch to **Diagram** to draw in the app editor. Only the selected format is included in the download; the other is cleared when you switch.

A usable plan is readable at print size, with removal area, ACM location, waste storage, decontamination and access obvious. Check the PDF preview so the image or diagram sits cleanly in the site plan area on page 5.

## PPE [#ppe]

Personal protective equipment required in the asbestos removal area. The form states this PPE must be worn at all times during work in the removal area. Checkboxes record what this plan requires; they do not select PPE for you. Base selections on the risk assessment, SWMS and current SafeWork NSW guidance. Empty PPE still downloads, so treat it as unfinished planning.

- **Disposable Coveralls (Type 5/Category 3) (Checkbox, Optional)** - Mark when Type 5 / Category 3 disposable coveralls are required.
- **Safety Footwear (Laceless or Gumboots) (Checkbox, Optional)** - Mark when laceless safety footwear or gumboots are required.
- **Anti-slip Disposable Overshoes (Checkbox, Optional)** - Mark when disposable overshoes form part of the PPE set.
- **Disposable Nitrile Gloves (Checkbox, Optional)** - Mark when disposable nitrile gloves are required for handling ACM.
- **Eye Protection (Checkbox, Optional)** - Mark when eye protection is required for the removal tasks.

## RPE [#rpe]

Respiratory protective equipment arrangements. The form notes disposable RPE may be used but is not preferred, and workers must be clean shaven unless using a powered air purifying device and hood or similar. These checkboxes are not evidence that fit testing occurred; keep fit test records with the job file.

- **All Workers Have Undertaken Fit Testing (AS/NZS 1715:2009) (Checkbox, Optional)** - Mark only when fit testing for the RPE used on this job is complete under AS/NZS 1715:2009 for the workers named on the plan.
- **All Workers Will Perform a Fit Check Before Commencing Work (Checkbox, Optional)** - Mark when every worker will perform a fit check each time the respirator is put on. The form notes a fit check is required each time the respirator is used.

## Equipment [#equipment]

Tool inspection confirmation and HEPA filtered H class industrial vacuum details. The form warns that dust-generating tools must not be used on asbestos except with dust suppression or extraction controls. Up to two vacuums fit page 6. Copy make, model and last test date from the equipment register or unit plate; do not estimate a test date.

- **Tools and Equipment Inspected Before and After Removal Work (Checkbox, Optional)** - Mark when tools and equipment are inspected for damage before work and cleaned and inspected after.
- **Vacuum 1 Make (Text, Optional)** - Make of the first HEPA H class vacuum, for example `Nilfisk`.
- **Vacuum 1 Model (Text, Optional)** - Model from the plate, for example `GD930`.
- **Vacuum 1 Last Test Date (Date, Optional)** - Last test date from the register. Future dates are not accepted.
- **Vacuum 2 Make (Text, Optional)** - Second vacuum make when two units are used. Leave blank for one vacuum.
- **Vacuum 2 Model (Text, Optional)** - Second vacuum model when used.
- **Vacuum 2 Last Test Date (Date, Optional)** - Last test date for vacuum 2 when used.

## Removal Method [#removal-method]

How the asbestos will be removed, in the three stages on the SafeWork NSW PDF: **Preparation**, **Commencement**, and **Completion**. Each stage shows a static example task card matching the printed PDF (not your form data), then editable task rows.

One row is one task with **Task**, **Tools and Equipment**, and **Method and Controls**. Write the method for this site, not a paste from the last job. Rows map to fixed slots on page 7.

**Preparation** starts empty. Add up to two tasks.

**Commencement** starts with locked task **Set up decontamination area**. Fill tools and method. You can add one more task (maximum two). The first task name cannot be edited.

**Completion** starts with locked tasks **Decontaminate tools and equipment.** and **Decontaminate PPE/RPE.** Fill tools and method for both. You can add up to two more tasks (maximum four). The first two task names cannot be edited.

Leave unused optional rows out. Completion includes the PDF footer note: all disposable PPE in a labelled asbestos waste bag, goose necked and taped, then double bagged. Useful method wording: `Wet ACM, remove fixings, lift whole sheets with minimum breakage into a 200 µm lined skip`. Too vague: `Remove asbestos carefully`.

## Waste Management [#waste-management]

On-site storage, authorised disposal site and EPA WasteLocate details on pages 7 and 8. The form states asbestos waste over 100 kg or 10 m² must be tracked using EPA WasteLocate in NSW. Do not invent a consignment number before one is issued.

- **Will Removed Asbestos Waste Be Held On-site for More Than One Working Day? (Choice, Optional)** - **Yes** or **No**. **Yes** reveals on-site storage details. Overnight or multi-day storage needs a clear location and sealing arrangement.
- **On-site Storage Details (Text, Required when you select Yes for waste held on-site more than one working day)** - How labelled asbestos waste will be stored and where within the removal area. Align the text with the site plan mark.

  - **Useful** - Lined lockable skip beside the northern gate, sealed at the end of each shift
  - **Too vague** - Skip on site
- **Waste Stored in a Designated Location Marked on the Site Plan (Checkbox, Optional)** - Mark when waste storage is shown on the site plan. If marked, the plan must show that location.
- **Used Disposable PPE and RPE Stored in Bags or Sealed Container Before Leaving Site (Checkbox, Optional)** - Mark when used disposable PPE and RPE will be bagged or sealed before leaving site.
- **Proposed Authorised Asbestos Waste Disposal Site (Text, Optional)** - Authorised facility that will receive the waste, for example `Licensed facility - Eastern Creek`, from the disposal booking.
- **EPA WasteLocate Consignment Number (Text, Optional)** - WasteLocate consignment number when tracking applies. Leave blank until a real number is issued.

## Distribution [#distribution]

Who receives a copy of this ARCP and who can readily access it at the workplace. The form also states the ARCP must be available for inspection by a SafeWork NSW inspector. Mark only groups that apply, then make the plan available before work starts.

- **Copy Provided to the Person Who Commissioned the Work (Checkbox, Optional)** - Mark when the person who commissioned the licensed removal has been given a copy.
- **Readily Accessible to Other PCBUs at the Workplace (Checkbox, Optional)** - Mark when other PCBUs on the workplace can readily access the plan.
- **Readily Accessible to Health and Safety Representatives (Checkbox, Optional)** - Mark when HSRs can readily access the plan where they apply.
- **Readily Accessible to Occupants (if Residential) (Checkbox, Optional)** - Mark on residential work when occupants can readily access the plan.

## Sign Off [#sign-off]

Supervisor and worker declaration signatures. The official declaration states the information in this plan is accurate and was developed in consultation with workers on site.

One row is one signatory. Add up to six. Page 8 has six name, signature and date slots; leave unused rows out. Each row uses **Name**, **Signature**, and **Date**. Sign after the signatory has reviewed the plan and the controls that apply to their work. You can use a saved signature; check the preview so each stamp sits cleanly. Date does not accept a future date.

The form notes a SWMS is required for high risk construction work, including work likely to involve disturbing asbestos (WHS Regulation 2017 clauses 291 and 299). This ARCP does not replace that SWMS.

## Common mistakes [#common-mistakes]

- **Treating the ARCP as the clearance certificate.** - The ARCP plans how non-friable asbestos will be removed before work starts. SW08272 records visual clearance after inspection.
- **Reusing last job's method without site-specific ACM and waste details.** - SafeWork expects a site-specific plan. Generic text that never names this facade, quantity or skip location fails against the site.
- **Inventing a notification or WasteLocate number.** - Empty is better than a fabricated reference that reads as completed tracking when the file is checked.
- **Site plan without waste storage or decontamination.** - The template asks for waste storage, decontamination, barriers and access, not only a circle around the building.
- **Marking fit testing complete when records are not held.** - The checkbox is not a fit test certificate. Keep AS/NZS 1715 records with the job file.
- **Collecting signatures before the plan is reviewed.** - Signatures on an empty method or identification list do not fix missing controls.
- **Describing ACM as asbestos sheets only.** - Identification rows need location, description, quantity and condition so method and waste can be checked.

## Before download [#before-download]

- Licence holder and licence number match the current Class B licence and notification
- Removal site address, including state and postcode, matches the notification and engagement
- ACM identification rows name location, description, quantity and condition for this site
- Informing parties, supervisors and workers reflect who was told and who is on this job
- Site plan shows removal area, waste storage, decontamination and access, and is readable in preview
- Removal method stages describe this job's tasks, tools and controls, including locked decontamination rows
- Waste storage details appear when waste is held overnight, and WasteLocate is only filled with a real number
- Signatories have reviewed the plan, and the PDF preview shows signatures, dates and page 5 site plan as intended

## After download [#after-download]

Make the finished PDF readily accessible at the workplace before licensed removal starts, and give a copy to the person who commissioned the work when that distribution applies. Keep it with the notification, SWMS, worker training, first aid and health monitoring records the form says must be available for inspection.

- **Name the file with the site and start date**, for example `ARCP Class B - 42 George St - 2026-06-10.pdf`.
- **Update and re-download if the method, crew, dates or waste path change** before work continues under the new arrangements.
- **File the plan with the notification confirmation and consultation records**, not as a lone PDF.
- **When non-friable removal is finished**, arrange independent visual clearance and use SW08272 for that step rather than reusing this plan as clearance.

Tradie Forms does not lodge the ARCP or the asbestos notification with SafeWork NSW.

> **Warning**
>
> Downloading this PDF does not notify SafeWork NSW or make the removal ready to start. Check the current notification, licensing, SWMS and clearance requirements for the job.
